IPCC Spells Out Course of Action on Climate Change
All regions can contribute to the mitigation of climate change, concludes the third part of the latest IPPC report, and there may be positive effects on some inter-related issues such as energy security. Efforts in only some countries may lead to higher emissions elsewhere, however. International agreements such as the Kyoto Protocol provide the foundation for future mitigation efforts and can help to reduce global mitigation costs. In addition to fixed emissions reductions, the development and deployment of more efficient technology is required for achieving stabilization targets. Moreover, market mechanisms such as Emissions Trading, Joint Implementation and Clean Development must be expanded.
