US’s coercive tools - military might and economic leverage - have severely diminished due to failure in Iraq, expensive oil, and the rise of new industrial giants. ++ The next president needs to acknowledge the ineffectiveness of unilateral economic sanctions. ++ As major economic players like China readily deal with rogue states, a successful policy of containment requires widespread international support.
