A Palestinian State From the Bottom up

Representatives at the Berlin Middle East Conference reaffirmed their commitment to the US-initiated peace process in Annapolis. ++ Yet the approach has been changed. ++ The creation of an efficient security mechanism aims at setting the preconditions for the Annapolis "two-state solution." ++ A major investment in the Palestinian police and judicial structures would enable the creation of a Palestinian state from the bottom up. ++ EU politicians view this conference as a milestone on the path toward the "two-state-solution."

It has been recognized at last that for a future Palestinian state to be viable a thorough security sector reform has to be implemented. Otherwise, a future Palestinian state would be nothing else than a failed state like Afghanistan, out of which terrorists can operate freely against Israel and possibly even Jordan, hardly something the international community wants.
